2025 SNAP and HIP processor changes

As of April 27th, there will be a change in EBT Processor from Conduent to FIS 

There will be a temporary processing outage overnight Sat Apr 26/Sun Apr 27. 

Conduent and Novo Dia Group will no longer be in operation in Massachusetts. TotilPay and MarketLink are now part of FFAB (Farmers Food Assistance Bureau). Watch for e-mails from TotilPay or FIS! 

What this means for you: 

There will be new equipment options to process HIP. Equipment subsidies are available for exempt retailers. All HIP vendors, regardless of equipment changes will need to take action before April 27th. Failure to act may impact your ability to process HIP and SNAP!  

Transition is not automatic. At least some action will be required for all vendors. 

The only vendors required to choose new equipment are those currently using Conduent landline devices. All vendors will complete setup directly through your processor (FIS, TotilPay, or Both). 

Actions to take: 

 TotilPay:  

  • Full Erase/Reinstall on conversion date (April 27) 
  • Update banking information 

FIS:  

  • Wait for communication from FIS or contact the DTA HIP team if you have not heard from FIS
  • Complete banking information and vendor agreements  

New equipment options available 

HIP processing through TotilPay will now work on Android AND iPad/iPhone 

FIS has two EBT-Only Devices to choose from (landline or mobile). 

Important:  Conduent Devices will no longer work as of April 27th

If ordering FIS Equipment – Allow for at LEAST 3 weeks for delivery.  

Exempt Retailers* may be eligible for a grant through Marketlink that includes:  

  • Free Bluetooth Card Reader 
  • A minimum one-year* free subscription for the TotilPay app.  
  • Printer exemption for in-person sales 
  • No Transaction fees for processing SNAP/HIP 
  • Does not include device

DTA Subsidy for FIS Equipment: 

Exempt Retailers* eligible for a subsidy that includes:  

  • One Free EBT-Only FIS Device (Wired or Wireless) 
  • Includes Printer 
  • No Transaction fees for processing SNAP/HIP (Indefinitely)  

Additional Devices: Equipment & Transaction Fees will Apply.  

*Exempt Retailers include Businesses that meet the USDA’s definition of a Direct Marketing Farmer, Non-Profit Food Buying Cooperatives, or Farmers’ Market
